2025 notes from the field: Ruona Qi

PhD student Ruona Qi used an APSI research grant for graduate students to conduct fieldwork in the Ar Horqin Grassland of Inner Mongolia, designated as a Globally Important Agricultural Heritage System by the United Nations Food and Agriculture Organization in 2022, recognizing its unique preservation of nomadic lifeways.
Due to seasonal migration, called Otor, governance and policing among this nomadic community presents unique challenges. Qi's research shows how, in this case, state authority adapts itself to nomadic mobility, rather than the other way around.
